Task Force Forming
Clark Champion and Fred Haslam have agreed to co-facilitate a task force established by the BOD under the Treasurer. It is anticipated that five-seven community members will serve on the task force for each phase of its work. The initial phase will be a Density Reduction Policy and Procedures Study, to include a review of the historical context of SVCA density reduction policies, procedures, and practices and the development of recommendations and/or potential ballot measures in light of SVCA’s evolution and contemporary circumstances. Community members interested in serving on the task force’s density reduction study or having an opportunity to be heard on density reduction-related matters should contact Clark (Clarkchampion@aol.com) or Fred (haslams10@comcast.net) as soon as possible. An individual with communications, marketing, and/or public relations expertise is also sought for task force membership.
SVCA Finance Committee Task Force Charter
Description: The SVCA Finance Committee Task Force (FCTF) is a Board of Directors (BOD)/Community Advisory Group established by the BOD under the Treasurer. The FCTF is co-facilitated by one BOD member and one community member at large, both of whom shall be Finance Committee members. Upon BOD approval, additional members from the community at large shall be selected and/or succeeded as deemed appropriate by the co-facilitators for each phase of the FCTF’s work.
Process: The FCTF shall: meet as necessary; conduct research and interviews; collaborate with the General Manager and other staff as deemed appropriate or necessary; with BOD approval, seek paid legal, financial, and/or operations consultations; solicit broad membership engagement; obtain Finance Committee comments and recommendations; consult with other task forces and related SVCA-related entities; and present written recommendations for BOD consideration.
Charge: The overall scope of the FCTF’s charge is intentionally broad to enable subsequent phases of work likely to emerge from undertaking its preliminary phase, to conduct a:
Density Reduction Policy and Procedures Study, to include a review of the historical context of SVCA density reduction policies and procedures and the development of potential recommendations and/or ballot measures in light of SVCA’s evolution and contemporary circumstances.
Subsequent phases could include, but not be limited to:
- Evaluating SVCA financial policies, processes, and practices regarding other existing and/or potential new reserve funds and how such reserves might best be deployed for the Association’s benefit.
- Evaluating the costs/benefits of an operations audit and/or reserve or other such studies.
- Determining if there are additional measures that would further integrate Finance Committee and staff oversight of SVCA fiscal and other operational practices to achieve more effective and efficient practices.
- Conducting other studies deemed important by the FCTF and/or the BOD.
Time frames:
- The FCTF will be dissolved upon the completion of its specific tasks as determined by the BOD.
- A preliminary progress report on the Density Reduction Policy and Procedures Study will be submitted for BOD review in time for its April 2010 work session and/or regular meeting.
- A final report on the Density Reduction Policy and Procedures Study findings and recommendations will be submitted at a later date in advance of the 2010 Annual General Meeting as determined in consultation with the BOD to allow sufficient time to engage and inform the community about its work and to examine the potential interrelationships of draft FCTF recommendations with those that may be under concurrent development by other task forces and/or related BOD-directed activities.
- Additional time frames for the completion of each additional task shall be established by the BOD in consultation with the FCTF.
