6:00pm 2/13/19 Inclement Weather Response Update

SITREP 24 – Inclement Weather Response (Update Current Operational and Next Operational Period 02/14/19)

a. Washington State of Emergency has been declared by the Governor and by Whatcom County Executive

b. Sudden Valley roads conditions on main roads have improved with sanding/plowing and with rising temperatures, some connector and side roads were plowed and sanded and showing improvement. Caution is highly advised as below freezing temperatures are forecasted for the evening and early morning. Sudden Valley roads with slush and melted snow will freeze overnight making travel hazardous. If travel cannot be avoided use extreme caution; use of chains, all-wheel drive vehicles is highly recommended.

c. SV maintenance operations this operational period have stood down at 0400 PM

d. Updates on SV roads will be posted as conditions change. Updates to be posted available either on 1610 BECoN emergency information system Sudden Valley web page (www.suddenvalley.com) or contact Sudden Valley Security.

e. Security patrol has resumed normal operations; risk assessment is done prior to transiting on certain SVCA roads

f. Current weather conditions: partly cloudy with sun breaks, winds are calm, temperature 32 degrees.

a. Response assets: demobilized, crew stood down for rest and recovery

Response – Next Operational Period

a. Response operations to commence at approx. 04:30 AM

b. Security response: response may be shifted to emergency and mission critical if roads freeze

Response and Logistics Update

a. Fuel status; 70%

b. Resupply of sand; unchanged

c. SVCA facilities (Rec Center/Gym) Gym to open on regular schedule on 02/14/19. Administrative Offices to be determined by GM prior to 6 AM

a. SWFA; notified

b. Bellingham School District Transportation; school canceled for 02/14/19

c. Sudden Valley Amateur Radio (updates on 1610AM BeCon Emergency Info system): notified

d. Community Outlet (SVCA web page): posting to be determined after road conditions are evaluated

Future Plans and Recommendations

a. Continue to monitor weather conditions and roads

b. Update all external notifications on conditions for roads

a. Whatcom CERTs requested volunteers to staff rewarming centers in Bellingham

b. Forecast indicates forecasts; cloudy with rain developing later, high 42 degrees
